What Are 03 Numbers?
The cost of calling 08 numbers remains a mystery to many consumers and businesses who call them on daily basis. This confusion was reinforced in December 2008 by questionable reporting in the media of 08 number use within the NHS. These media reports have described 08 numbers as premium rate numbers, which is both misleading and reckless. In fact, numbers beginning 09 are the only numbers designated for the provision of premium rate services.
The main criticism of 08 numbers has been the costs associated with calling these numbers from mobiles telephones, which can be up to 35 pence per minute, even on 0800 freephone numbers. Furthermore, calls to 08 numbers are excluded from the bundled minutes that most pay monthly mobile contracts offer. This means that consumers who frequently call 08 numbers from their mobile will see their monthly bill rise very quickly. To illustrate this point, an Ofcom report published in 2008 showed that British consumers spent around ?£88 million on calls made to 0800 numbers from their mobiles. These charges are particularly unjustified when the mobile network operators already gets paid by the owner of the 0800 number to handle the call. The recent criticism of 08 numbers should instead have been a stinging indictment of the mobile industryís attitude towards their charges for calling 08 numbers.
The introduction of the 03 number ranges
As a direct response to the problems that have been discussed above, Ofcom introduced UK-wide 03 numbers in March 2007 as an alternative to chargeable numbers such as 0870. Calls made to 03 numbers cost the same amount as calls to standard geographic numbers (i.e. those beginning 01 or 02). The most important feature of the 03 number range is that calls made to these numbers from mobile and fixed line providers must also be included in any inclusive bundled minutes that are offered by network operators. Call revenue share is also specifically disallowed on 03 numbers.
The future?
During 2008 several mobile network providers actually increased their call charges for calling 08 numbers, which doesn't inspire any optimism of a dramatic turnaround any time soon. However, organisations such as moneysupermarket.com are now urging Ofcom to look into the regulation of call charges from mobile to freephone numbers.
Numberstore's 03 number ranges
Numberstore currently offer two types of 03 numbers.
0300 321 numbers
0300 numbers are provided exclusively for public sector (including organisations with a .gov.uk or .nhs.uk web address), non profit and registered charity organisations. Ofcom have published guidance notes that outline the bodies eligible to us these number ranges, which are available on request.
0330 330 numbers
0330 numbers are available to all customers. There are no eligibility criteria for this particular range.
